I have heard Shri Gyanendra Kumar Pandey, the learned counsel for the petitioner and Shri R.P. Shukla, who appears for the respondent nos. 3, 4 and 5 who submits that he has raised a preliminary objection regarding maintainability of the writ petition. He id not in a position to address the court on merits of this writ petition and, prays for 48 hours time for the same In view of the statement so made, put up on 25th February, 2014.
