Respondents Petition under Article 226 of the Constitution of India, praying that in the circumstances stated in the affidavit filed herein, the High Court may be pleased to issue a Writ, Order or Direction, more particularly one in the nature of the Writ of Mandamus or any appropriate Writ directing the respondents jointly and severally liable in controlling and conducting the Chits business at Narasaraopeta, Piduguralla and Macherla centres in the name of Kapil chits & Kapil Kosta to submit the complete records relating to the removal chits numbered to 67 in total to this Hon'ble Court as annexed in Six Sheets of the removal Chit groups subscribed by the petitioners stipulating time limit.
The petition coming on for hearing, upon perusing the petition and the affidavit filed herein and upon hearing the arguments of Sri P. N . Jagan Mohan Rao, Advocate for the Petitioners and the Govt. Pleader for Stamps and Registration for the Respondent Nos. 1 & 2, and Sri P. Vishnuvardhan Reddy, Advocate for the Respondent Nos. 3 to 5, the Court made the following.
ORDER:
“Counsel for the petitioner makes serious allegations of irregularities in conducting of chits and as an example points out that the chit which was stated to have commenced in December, 2012, auction was conducted in February, 2012 and even though irregularities were pointed out to authorities, no action was initiated.
This petitioner is making allegations continuously and earlier also filed writ petitions.
In the facts of this case, it is necessary that the Joint Inspector General in the office of Inspector General of Stamps and Registration shall look into the grievance of the petitioner and shall assist the Court on the next date of hearing.
Matter is adjourned to 28.04.2014.”
