The petitioner seeks permission to participate in the ongoing interview for the post of Village Development Officer pursuant to the advertisement no.3 of 2016. The assertion of the petitioner is that he has participated in all stages of selection and having been found fully qualified, he was called upon for interview. When the petitioner reached at the place of interview, he was denied consideration on the ground that he does not possess the requisite qualification. With reference to a vocational diploma granted by the State Vocational Training Board page '44' of the paper book, it is contended by the learned counsel for the petitioner that the petitioner has completed course of Computer Operator and Programme Assistant for the period of August 2010 to July 2011 from the said institute.
The said qualification completed by the petitioner is equivalent to CCC certificate being issued by the DOEACC society which is one of the essential requirement for appointment to the post of Village Development Officer.
Learned counsel for the respondent, however, invited attention of the Court at page '44' of the paper book to submit that the said certificate does not inspire confidence for the reasons that it was issued to the petitioner as a second copy on 08.03.2018. Even otherwise, the last date of submission of application form was 10.02.2016 under the advertisement in question. The candidate who do not possess the documents establishing the requisite qualification by the said date, their candidature are required to be rejected.
Considering the said submission, it is more than apparent that the certificate page '44' of the paper book allegedly issued to the petitioner on 08.03.2018 cannot be made basis for seeking consideration in the interview process for the post in question. It has not been explained by the petitioner as to in what circumstances, he was required to get a second copy of the said certificate. It has also not been explained as to whether on 10.02.2016, the petitioner possess the original copy of the said certificate.
The fact in the present petition with regard to the document in question are incomplete.
This Court, therefore, is of the considered view that the petitioner does not possess the requisite qualification for being considered on the post of Village Development Office, moreover, the diploma on which the petitioner is relying to substantiate his submission is of a later date than the last date of submission of the application form.
The writ petition is found devoid of merits and hence dismissed. Order Date :- 30.5.2018/Himanshu
