Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus to call for the records of the 1st respondent in Na.Ka.No.52/2004/A3 dated 29.03.2004 and quash the same as illegal arbitrary and against the principles of legitimate expectation and further direct the 1st respondent to permit the petitioner to collect the fees from the street vendors from 01.04.2004 to 31.03.2005.
