Petitioner's vehicle bearing registration No.KL-57J 6495 has been seized alleging transportation of river sand without permit. According to the petitioner, the transported item was silica sand from Andra Pradesh under a valid permit. The proceeding for confiscation is pending before the Revenue Divisional Officer, Kozhikode. Aggrieved, petitioner has approached this Court.
2. It is submitted by the learned Government Pleader that Analyst's report is awaited in this matter and that is the reason for the delay involved.

I am of the view, if the petitioner is able to produce documents to substantiate whatever items which have been transported in the vehicle from Andra Pradesh, necessarily on executing a bond, the vehicle shall be released to the petitioner within a period of one week. However, if it is found that there are no genuine documents to transport the items from Andra Pradesh, the proceedings shall be finalised based on the Analyst's report. Therefore, the Revenue Divisional Officer, Kozhikode shall expedite the proceedings on receipt of the W.P(C).No.26515 of 2014 2 Analyst's report not later than two weeks from the date of receipt of a copy of this judgment.
Writ petition is disposed of as above.
