SAHAI) The short question arises for consideration is whether the inquiry is to be conducted after issuing the notice under Section 57(1) of the Gujarat Panchayats Act, 1993, or first inquiry is to be made. Since there is no factual dispute and legal question is involved in the appeal, learned counsel appearing for the parties agreed that the appeal itself may be finally decided.
