Respondents THE HON’BLE THE CHIEF JUSTICE SRI KALYAN JYOTI SENGUPTA AND THE HON’BLE SRI JUSTICE SANJAY KUMAR WRIT PETITION NO.20851 OF 2004 ORDER: (per the Hon’ble the Chief Justice Sri Kalyan Jyoti Sengupta) By this writ petition, the petitioner asked for the following relief: “Issue writ, order or direction, more particularly one in the nature of Writ of Mandamus, declaring the Memo No.392/J2/79, dt.10.07.1981 issued by the 1st respondent and consequent proceedings initiated by the 3rd respondent and his subordinate machinery for effecting the Ryotwari Settlement of the Government lands and Freehold lands, applying the provisions of A.P. Scheduled areas Ryotwari Settlement Regulation 2/1970 as illegal, arbitrary, without jurisdiction and contrary to Regulation 2/1970, violative of the provisions of A.P. Scheduled Areas Land Transfer Regulation 1/1959 as amended by Regulation 1/1970, and consequently direct the respondents to take steps for granting assignment pattas in respect of Government lands in scheduled areas only to the eligible ryots of Bhadrachalam Revenue Division, Khammam District as per Board Standing Order No.15.”
2. It appears that the proceedings issued by order dated 10th July, 1981 were sought to be challenged in the year 2004 and no interim order was granted earlier. Therefore, looking at the prayer, the writ petition is liable to be dismissed on the ground of inordinate delay without explanation.
3. The writ petition is accordingly dismissed. No order as to costs.
