The petitioner challenging an order passed by the Sub Registrar has approached the District Collector under Section 45 A (4) of the Kerala Stamps Act and this was returned by Ext.P7 stating that the authority to hear the appeal is the District Registrar and therefore the appeal has been transferred to the District Registrar. In view of the pendency of the appeal filed by the petitioner impugning Ext.P5 before the District Registrar, there shall be a direction to the District Registrar, Thrissur to take appropriate decision in the matter based on Exts.P6 and P7, after affording an opportunity of hearing to the petitioner within a period of two months.
Writ petition is disposed of as above.
