Learned standing counsel raised preliminary objection that the writ petition is not maintainable since the Dayanand Anglo Vedic Post Graduate College, Lucknow is not the 'State' within the meaning of Article 12 of the Constitution of India.

Put up on 27.9.2010 to enable learned counsel for the parties to argue the case with regard to question of maintainability of the writ petition.
