JUDGMENT / ORDER

The petitioner claims his tile based on Ext.P1. Petitioner has approached this Court on account of refusal to effect transfer of registry in his favour based on Ext.P1. The learned Govt.Pleader submits that there was an attachment by Munsiff's Court, Kochi and on account of the attachment, the revenue officials refused to accept the request of the petitioner.
2. The right of the petitioner based on a valid document will not be lost merely because of an attachment. The attachment is only a nature of prohibition, that does not foreclose any right. However, any right available to the third party or State to proceed against the property will not be lost on account of effecting transfer of registry. The transfer of registry is for fiscal purpose. In view of the above, based on Ext.P1 and also payment of requisite fee, WP(C).No.1432/2014-D.
2 the transfer of registry shall be effected in favour of the petitioner within two weeks.
Writ petition is disposed of as above.
