Petitioner was the Vice Chancellor of the Kerala Agricultural University for the period from 19.06.2001 to 20.06.2006. As per Ext.P10 order, the Kerala Agricultural University accorded sanction to draw and disburse a sum of Rs.3,07,958/- towards the arrears of pension of the petitioner for the period from 01.07.2009 to 30.05.2012. The grievance of the petitioner in this writ petition concerns the delay in disbursing the amounts covered by Ext.P10 order. 2. The learned counsel for the University submitted that payment is delayed due to paucity of funds and pointed out that this Court had granted six months time for payment of terminal benefits of the employees of the University as per the judgment in W.P.(C) 2416 of 2014.
3. Petitioner retired from service on 17.05.2008. It is seen from Ext.P10 order that sanction has been accorded for payment of the pension arrears of the petitioner as early as on 28.05.2012. There is no justification for the delay of 2 ½ years in disbursing the pension arrears of a retired employee. However, since paucity of funds is W.P.(C).No.15027 of 2013 2 indicated as the reason for the delay, I am inclined to grant a reasonable time for disbursement of the arrears of pension due to the petitioner.
In the circumstances, the writ petition is disposed of directing the first respondent to disburse the arrears of pension sanctioned to the petitioner as per Ext.P10 order, within three months from the date of receipt of a copy of this judgment. The question of interest is left open.
