Pursuant to the order of this Court dated 13.3.2014 four affidavits of compliance duly sworn by Sri Neeraj Gupta, Principal Secretary, Higher Education U.P. at Lucknow, Dr. Naved Bahar Khan, Direstor Higher Education, U.P. at Allahabad, Sri A.K.Singh, Finance and Accounts Officer (Finance Controller), working in the office of Director Higher Education U.P. at Allahabad and Dr. Ashwani KUmar Goel, Reginal High Education Officer, Bareilly Region, bareilly, opposite party nos. 1 to 4 have been filed which are taken on record. It is stated that actual payment to the applicant has been made.
