Although it has not been stated that respondent is junior to the petitioner but the claim is that administrative and financial power is to be exercised by the petitioner .

We fail to understand the reason for the argument but at the same time in the impugned order nothing is mentioned.

We permit learned Standing Counsel to obtain instruction and apprise this court the correct/complete facts on the next date.
