Upon considering the submissions made by learned counsel for the contesting parties, it appears that the petition deserves consideration. Hence, RULE. Mr. Rohan Yagnik, learned AGP, waives service of notice of rule for the respondent - State Government.

So far as interim relief is concerned, the ad-interim relief, which is granted earlier, shall enure until final hearing and decision in the petition or until any other or further order is passed.

Direct service is permitted.
