Heard learned counsel for the parties.
By means of the present petition, the petitioner seeks a writ of mandamus commanding the respondents to decide his application dated 26.2.2013 for grant of fire-arm licence which according to him has not been decided despite the recommendations made by the Competent Authority with regard to the credentials of the petitioner.
Submission is that the petitioner needed fire-arm for his personal security inasmuch as, he is a victim of crime which occurred in the year 2013. It is admitted to the petitioner that for a period of five years he has not been able to pursue his application.
Now, with the promulgation of the Arms Rules, 2016, it would be appropriate that the petitioner may move a fresh application before the Licensing Authority. No direction can be given in the present petition. However, it is observed that the dismissal would not come in the way of the petitioner, in case, he moves a fresh application under the prescribed proforma under the Arms Rules, 2016.
