JUDGMENT / ORDER

Sri Gyan Prakash has put in appearance on behalf of respondents. He has raised preliminary objection with regard to the territorial jurisdiction and the delay.
The preliminary objection shall be considered after exchange of affidavits.
Learned Counsel for the petitioner has placed reliance on the judgment of the Supreme Court in the case of Naval Kishore Sharma v. Union of India (2014) 9 SCC 329.
Learned Counsel for the respondent is granted six weeks time to file counter affidavit. Rejoinder affidavit, if any, may be filed within a week thereafter.
