This application has been filed for condoning the delay in filing the appeal.
Mr. S.P. Singh appears on behalf of the applicant. Respondent no.1 is represented by Mr. Umesh Chandra, Senior Advocate.
Various reasons, which prevented the applicant from filing the appeal within time, have been enumerated in the affidavit filed in support of the application.
We are satisfied that the same constitute sufficient cause for condoning the delay in filing the appeal.
Accordingly, delay in filing the appeal is condoned. Application stands allowed.

Mr. Umesh Chandra, Senior Advocate, appearing on behalf of respondent no.1, raises a preliminary objection in regard to maintainability of this appeal, inter alia, stating that all the parties of the writ petition have not been impleaded as respondents in the appeal.
Mr. S.P. Singh, appearing on behalf of the appellant, seeks permission to implead them as respondents.
We permit him to do so during the course of the day. In view of the aforesaid, the preliminary objection raised by Mr. Chandra does not subsist and it is accordingly overruled.
At this stage, Mr. Chandra seeks time and states that he will not press the contempt application filed by respondent no.1 till any order is passed in the appeal.
