Challenge to the order passed in the year 1998 cancelling an allotment made in favour of the petitioner in proceedings under Section 115(P) of the U.P. Zamindari Abolition and Land Reforms Act.
The only explanation for this inordinate delay of more than two decades is that the petitioner is a very poor person.
In my considered opinion, the explanation does not inspire confidence.
Under the circumstances, the writ petition is dismissed on the ground of latches, alone.
