Though notice is served upon respondent Nos.2 and 4, neither the applicants nor their counsel is never present before the Court. Mr.P.N. Bavishi, learned counsel for respondent No.3 is also never present before the Court.

Hence, Registry is directed to issue Fresh Notice to respondent Nos.2 to 4, returnable on 29th March, 2012.
