HONOURABLE THE CHIEF JUSTICE MR.BHASKAR BHATTACHARYA) To enable Mr. Pankaj Champaneri, the learned Additional Solicitor General of India to take instruction whether the memoranda impugned in this application have been really issued by the Central Government by virtue of powers conferred under Section 3 of the Environment (Protection) Act, 1986, let the matter appear tomorrow.
It may be mentioned herein that the said memoranda have been issued by one Dr. P.V. Rastogi. In one memorandum, he has been described as "Director" and in others as "Scientist" and on the face of it, those memoranda do not disclose whether those have been issued by the Central Government under the aforesaid provision.
Let the matter appear as item No. 1 on 28th December, 2012.
