Issue notice to respondent no. 4 under the speed cover. Learned counsel for the petitioner is permitted to take out Dasti notice to serve him out of the Court. The notice will indicate that the respondent may file counter affidavit within two weeks from the date of receipt of the notice. Steps be taken within ten days.

Learned Standing Counsel may also file the counter affidavit within the same period.
