Pursuant to the order of this Court dated 13.8.2019, personal affidavit of respondent no.3 has filed today, which is taken on record.
In the affidavit, it is stated that earlier vide impugned order dated 11.07.2019, proceeding has been stayed by the respondent no.3, but now, he shall consider and decide the same on merits for which learned counsel for the petitioner has no objection.
Accordingly, the writ petition is disposed of with a direction to respondent no.3 to consider and decide the case on merits maximum within one month from the date of production of certified copy of this order.
It is made clear that Court has not adjudicated the case on merits and it is upon the respondent no.3 to decide the case after considering the Rules and Government Orders occupying the field.
