The petitioner has sought a mandamus for payment of an amount of Rs.14,48,100/- together with interest which is the subject matter of bills dated 31 October 2009, 18 February 2010, 12 August 2011, 14 August 2011 and 21 August 2011.
We are not inclined to entertain a petition of this nature. The petitioner will be at liberty to pursue his case with the competent authority or in the alternate, if no action is forthcoming, he may pursue the ordinary civil remedy that is available in law. Whether the petitioner had duly completed the training programme and whether the bills are liable to be reimbursed under the terms of the contract are factual matters which have to be determined either by the competent authority in the first instance and if the petitioner is still aggrieved, he may move the civil court.
We dispose of the petition in the aforesaid terms.
