(Per : HONOURABLE MR.JUSTICE D.H.WAGHELA) Although, it is not clearly mentioned in the petition, learned Counsel pointed out from the provisions of Rule-36(2a) of the Central Industrial Security Force Rules, 2001, that the inquiry against the petitioner was not conducted strictly in accordance with the Rules. He, further, submitted that the petitioner had already put in 32 years of un-blemished service, and therefore, even assuming that the charges against the petitioner were fully proved, SCA/224/2012 2/2 ORDER the punishment of dismissal from service was too harsh and shockingly disproportionate.
