Petitioner challenges Ext. P9, which is an order passed by the District Collector under Section 13 of the Kerala Conservation of Paddy Land and Wet Land Ac, 2008. 2. Apparently, this order can be challenged by filing a revision before the Government under Section 28 of the Act.
3. It is contended by the petitioner that there is no conversion of paddy land as alleged and therefore there is no violation of the provisions of the Act.
4. Such questions of fact are apparently to be considered by the Government under Section 28 of the Act. This court cannot interfere with such matters when a statutory revision is available to the petitioner.
In the result, the writ petition is disposed of permitting the petitioner to file appropriate revision before the Government, which shall be done within 15 days from today. Until a decision is taken on the revision, any action pursuant to Ext. P9 shall be kept in abeyance.
