The petitioner in the writ petition is claiming the benefit of 3rd A.C.P.
w.e.f. 2003.
This writ petition filed in the year 2018 is grossly barred by laches by 15 years and in any case grant of A.C.P. does not give the petitioner a running or continuous cause of action.
The writ petition is barred by laches and is accordingly dismissed as such.
