Prima facie it appears that the delay caused in filing the appeal under Workmen's Compensation Act cannot be attributed to negligence or carelessness on the part of the applicant inasmuch as the concerned advocate who was assigned the above task had failed to perform his duties. Later on, she approached Gujarat High Court Legal Aid Committee and this application is filed.
