The petitioner has approached this Court for issuance of NOC for starting a retail outlet dealership of petroleum products. Considering the fact that the relief sought was in the year 2006, the matter has become infructuous. Accordingly, the writ petition is dismissed as infructuous. If any cause of action survives, the petitioner is at liberty to approach this Court with a fresh petition. Sd/-
