JUDGMENT / ORDER

Petitioner is faced with a stop memo issued by the Village Officer in terms of Ext.P4. Ext.P4 indicates that the petitioner was stopped from carrying on any reclamation in a paddy field having an extent of 34.40 ares in re-survey No. 86/4-2 in Block 5 of Nedumpram Village. 2. Learned counsel for the petitioner submits that they are only putting up some earth in an existing road, which is the only access to petitioner's residential compound. Whereas, according to the learned Government Pleader, the access was a 'varamba', which is being converted into a road and having a width of 14 feet, which is also evident from Ext.P2. Learned Government Pleader also submits that the Village Officer had issued a stop memo pursuant to the direction issued by the Revenue Divisional Officer.
3. Having regard to the fact that the allegation raised against the petitioner is regarding violation of the provisions of W.P.C.No.14465 OF 2014 2 the Kerala Conservation of Paddy Land and Wet Land Act, 2008, I am of the view that this writ petition can be disposed of as under:
The petitioner shall approach and submit a representation to the District Collector (5th respondent), who shall consider the representation and pass appropriate orders. The 2nd and 4th respondents shall place all the files in regard to Ext.P4 before the 5th respondent for appropriate adjudication as stated above. Until disposal of petitioner's representation, parties are directed to maintain status quo. Petitioner shall file the representation within a period of fifteen days from the the date of receipt of a copy of this judgment.
