1. Heard Sri Prem Narayan Rai, learned counsel for the petitioner, learned Standing Counsel for respondent 1 and Sri Vivek Verma, learned counsel for respondents 2 & 3-University.
2. The petitioner is an Association of certain Institution claimed to be "Minority Institutions", list whereof has been given at Annexure 3 to the writ petition showing 23 such Colleges.
3. However, it is not disputed that all the aforesaid Institutions are affiliated with Dr. Bheemrao Ambedkar University, Agra and they are governed by their own terms and conditions with which they are affiliated to State University. Petitioner has no privy with the University as such. Individual Institution, who are affiliated with University also have not found any reason to challenge any action of University.
4. In these facts and circumstances, petitioner-Association, in my view, cannot challenge action of University when it has no connection with University as such.
5. Writ petition is accordingly dismissed as not maintainable.
