After the matter was heard for some time Sri S. C. Tiwari, learned counsel for the petitioner made a request to permit withdrawal of the writ petition with liberty to avail such other remedy as may be available to him in law.

Accordingly, the petition stands dismissed as withdrawn with the aforesaid liberty.
