On the facts, submission as made and the grounds so taken in the memo of writ petition, we are of the view that matter needs disposal after getting response from the respondents.

Issue notice to respondents 8 and 9. Steps will be taken within a week.

Counter affidavit may be filed by the next date.

List this petition immediately after service.
