The petitioner in the writ petition is seeking quashing of the order dated 18.11.2016 whereby his services as contractual conductor has been terminated.
No explanation has been given in the writ petition for explaining the laches in filing the writ petition.
The writ petition is barred by laches and is accordingly dismissed as such.
