This petition is directed against an order dated 03.09.2019, whereby State Teachers Award for the year 2018 is awarded to 49 teachers.
Petitioner's complaint is with regard to certain teachers who are given award on the ground that they were not eligible, including Smt. Neeraj Mathuriya, Head Mistress in Primary Vidyalaya, Bad, Mathura. However, none of the teachers given award vide order impugned are arrayed as party in the writ petition.
Law is settled that persons who have likely to be affected by the outcome of the writ petition have to be necessarily impleaded as party in the writ petition and in its absence the writ petition itself would not be maintainable. [see: Prabodh Verma Vs. State of U.P. 1984 (4) SCC 251] In the absence of impleadment of affected persons the present writ petition cannot be entertained and is, accordingly, dismissed.
