JUDGMENT / ORDER

In spite of the notice, no reply is filed by the respondents. It seems that respondent-authorities are passing order even after remand in a stereotyped manner and increasing litigation before this Court.
In that view of the matter, this Court has no other option but to issue RULE making it returnable on 23rd October, 2012.
Reply be filed within 2 weeks, failing which, concerned officer will remain present on the returnable date.
It will be open for the petitioner to serve by RPAD.
