The respondent authorities shall place on record either by affidavit or under the note the Government of India's Circular dated 11.01.2007, as prima facie it appear to be contrary the Circular issued by the State in respect of the change of entry i.e. for name, surname or father's name. In case, if, the affidavit-in-reply is not filed and even the Circular is not placed on record, the Court shall proceed with the matter, as if there is nothing to controvert in the matter and the averments made in the petition and Court shall be constrained to pass appropriate order including allowing this petition.
Direct service is permitted.
