Petitioner has no locus to institute the present petition; in as much as, none of his individual rights is infringed. This petition appears to be more in the nature of public interest litigation, but necessary ingredients to establish petitioner's bona fide are lacking. Even otherwise, a public interest petition is ordinarily not entertained in service matters. As such, no direction need be issued upon the petitioner's claim.
The writ petition, accordingly, is consigned to records. Dismissal of this petition, however, would not preclude the competent authority from examining the question with regard to pendency of criminal case and its suppression at the time of making of appointment, in accordance with law.
