Sri A.K. Goswami, learned counsel for the respondent is present, but none appears on behalf of the petitioners.
The orders passed at the instance of petitioner nos. 3 & 4 have not been brought on record. Even otherwise the orders under challenge in the writ petition pertains to the year 2014, 2016 and 2017. No reason has been disclosed, as to why petitioners have approached this Court after such an inordinate delay.
In somewhat similar facts and circumstances, writ petitions filed in the year 2019, challenging such orders, have been dismissed by this Court on the ground of latches. Regard can be had to the judgment in Yogendra Kumar and 4 others Vs. Union of India and 4 others passed in Writ Petition No. 21509 of 2018. The judgment in Yogendra Kumar has been followed by different benches in subsequent decisions.
In view of the fact that no satisfactory explanation has otherwise been brought on record for belated filing of the writ petition and the orders impugned at the instance of petitioner nos. 3 & 4 have not been brought on record, the writ petition is dismissed.
