Leave to amend so as to join the Union of India through the Secretary, Ministry of External Affairs, New Delhi and Regional Passport Officer, Passport Office, Ahmedabad as party respondents.
Notice to the respondents returnable on 08/10/2012. Learned APP Ms. Archana Raval waives service of notice for respondent no.1-State. Respondent no.4 is permitted to be served by speed post over and above normal mode of service. Direct service is permitted qua respondent no.5.
In the meanwhile, ad interim relief in terms of para-11(c) is granted till then.
