Petitioner is permitted to implead Director, Indira Gandhi Rashtriya Udan Academy, Fursatganj, Rai Bareilly, as respondent no. 14 in this petition.
Notice for respondent no. 1 and 2 has been accepted by learned Chief Standing Counsel. Notice for respondent no. 3 to 7 and 12 has been accepted by learned Addl. Solicitor General of India on whose behalf Sri J. S. Tomer appears.
Notice for newly added respondent no. 14 has been accepted by Sri O.P. Srivastava, learned Advocate.
Issue notice to respondents 8 and 11.
Learned Standing Counsel shall seek instruction as to why the benefit of the scheme could not be given to the petitioner, keeping in view the fact that earlier he was given this benefit while he was admitted at Centaur Aviation Academy Ujjain, M.P.
Department of Social Welfare/Director Social Welfare, Government of U.P. shall also take into account the fact that petitioner had do discontinue the course which he was pursuing at Centaur Aviation Academy Ujjain M.P. on account of the fact that the flying approval granted by the D.G.C. to the Centaur Aviation Academy was cancelled on account of certain irregularity in the said academy.
Submission of the petitioner that he stand selected for pursuing his course at Indira Gandhi Rashtriya Udan Academy, Rai Bereilly for the year 2013-14 where the next batch is to take admission in July, 2014, shall also be taken into account by the Director.
Sri O.P. Srivastava shall also seek instruction from the Aviation Academy Rai Bareilly as to whether petitioner is liable to be given admission in July, 2014.

When the case is listed next name of Sri O.P. Srivastava shall also be shown as counsel for the respondent.
Let a copy of this order be given to the learned counsel for the parties, if applied for, today itself.
