Sri Neeraj Upadhyay, learned Additional Chief Standing Counsel has filed affidavit on behalf of the opposite party no. 5 and submits that opposite party no. 5 is not involved in the matter in conducting the enquiry as alleged by the applicant. Complaint dated 20 April 2017 made by the applicant, as mentioned in the writ Court order, has been addressed to the Chief Minister, Uttar Pradesh.
Applicant appears to be a public spirited political person.
Serious disputed questions of fact are involved, which cannot be gone into in contempt jurisdiction.
