Although Ms. Archana Singh and Sri Arun Kumar, learned counsels for the respondents are present, none has appeared for the petitioners even when the matter was taken up in the revised call.
The instant writ petition has been preferred seeking the following relief:
"(i) Issue a writ, order or direction in the nature of MANDAMUS directing the respondent no. 1 to instruct the concerned officers to made the intra-district transfer of the petitioners."
Undisputedly, there is no inherent rights conferred on the petitioners to seek transfer, inter or intra district bearing in mind the provisions made in Section 21 of the Act. Additionally, the Court takes cognizance of the 2008 Posting Rules which have been framed by the respondents. Those Rules are not assailed by the petitioners here. Ms. Archana Singh, learned counsel further draws the attention of the Court to the Government Order of 17 June 2019 which governs the subject of intra- district transfer. In the writ petition, there is no disclosure whether the petitioners availed of the opportunities so provided under the aforesaid policy.
In view of the aforesaid, the writ petition lacks merits and shall stand dismissed.
