In nutshell, the prayer of the petitioner is that the third respondent (Deputy Collector, Ghazipur) be directed to restrain the respondents 5 and 6 (Station House Officer, Police Station Baresar, District Ghazipur; and Ram Nagina) from interfering in construction of petitioner's house.
It appears that dispute is between petitioner and the sixth respondent, who is a private person, relating to a property.
Under the circumstances, the appropriate course for the petitioner is to take recourse to civil remedies before a civil court and institute a suit.
A direction to the State Authorities to adjudicate a property dispute between two private parties, relating to property rights, would not be appropriate.
With liberty to take recourse to appropriate alternative remedy, the petition is disposed off.
