Heard learned counsel for the petitioner and Sri K.S. Kushwaha, who appears for the Commission.
This petition has been preferred for the respondents being commanded to accept the original documents and testimonials of the petitioner and he being further permitted to appear in the interview which was scheduled to be held on 21/22 February 2019.
The petitioner who had applied in the recruitment exercise initiated by the Commission for the post of Lab Technician states that he obtained two admit cards bearing roll numbers 0007020 and 00007040.
According to the petitioner he had sought registration in the Online process twice since in the first instance certain mistakes had crept in the application form which was filled. It is however, not disputed that the petitioner appeared in the written examination on the strength of the admit card bearing roll number 00007020. During the course of document verification however, he uploaded all copies and submitted testimonials disclosing his roll number as "00007040". This procedure appears to have been adopted by the petitioner, since the Commission had published a list in October 2018 inviting candidates enlisted therein to furnish their testimonials. The roll number 00007040 was also shown in the said list. It is on the basis of this evident mistake committed by the Commission that the entire claim of the petitioner rests.
It is undisputed before this Court that the petitioner participated in the written examination disclosing his roll number to be 00007020. Roll number 00007020 is not shown in the list which was published by the Commission. Sri Kushwaha has additionally drawn the attention of the Court to the stipulation as carried in the advertisement which clearly prohibited candidates from obtaining more than one registration.
Identity plays a primordial role in a recruitment process. Identity in the course of such an exercise is fixed and has an indelible link to the allotted roll number. A candidate, if permitted to participate with two roll numbers would jeopardise the sanctity of the entire recruitment process.
On an overall conspectus of the aforesaid facts, the writ petition fails and is dismissed.
