Heard learned counsel for the petitioner; the learned Standing Counsel for the respondents 1 to 5; Sri Azad Rai for the respondent no.8; and Sri Sachida Nand Tiwari for the respondents 6 and 7.
From the pleadings, it appears that a project work in respect of drainage system bearing Activity Code No. 54788820 was approved but, in completion of the work, some resistance has been offered by the private respondents.
Claiming himself to be a public spirited person, the petitioner has filed this Public Interest Litigation for a direction upon the State-respondents 3 to 5 to ensure that the private respondents do not hamper the completion of the work project.
As the petitioner seeks to espouse completion of a particular project, the bonafides of the petitioner as a public spirited person may appear doubtful and therefore, we decline to entertain this public interest litigation petition by leaving it open to the petitioner to represent to the authorities concerned for completion of the work project, if the project is otherwise for the benefit of public and is being delayed.
With the aforesaid liberty, the petition is disposed off.
