Heard Mr B B Paul, learned counsel for the petitioner and Mr C B Gupta, learned counsel for respondent nos.2 and 3.
Counsel for respondent nos.2 and 3, is directed to file a counter affidavit within a period of two weeks from today, with an advance thereof to the Advocate for the petitioner. These respondents shall also place all relevant documents on record in support their decision to cancel the tender.
In the meanwhile, it is open to the respondents to proceed with the tender process initiated with the subsequent advertisement dated 19.3.2018, but till the next date of hearing, they shall not issue work order. Pendency of this writ petition, shall not preclude the petitioner to participate in the fresh tender process.
