JUDGMENT / ORDER

Hon'ble Vedpal,J.
Submission of petitioner's counsel is that the frequent transfers of the petitioner have been made within a year five times. Even while transferring, no regular incumbent has been posted. A Junior Engineer has been directed to officiate the post of the Assistant Engineer.
In spite of the fact that Election Code of Conduct is in operation, by the impugned order of transfer, the petitioner has been transferred, accordingly, till further orders of this Court or till the operation of the Election Code of Conduct, the operation of the impugned order of transfer dated 15.9.2010 contained in Annexure No.1 to the writ petition, shall remain stayed.
Two weeks time is allowed to file counter affidavit and three days time is allowed to file rejoinder affidavit.
List on 6.10.2010. On the next date of listing, the respondents shall produce record.
