Antony Dominic, J. 1. Petitioner is the second applicant in O.P.1586/13 before the Kerala Administrative Tribunal. The Tribunal dismissed the OA by Ext.P3 order dated 25.7.2013. It is challenging this order, the OP is filed by the petitioner on 23.10.2014.

The pleadings in the original petition did not contain any reason for the inordinate delay that has occurred and the justification offered for the belated filing of the OP is that the first applicant in the OA had filed OP(KAT).3182/13 and that by Ext.P4 judgment dated 20.9.2014, this Court disposed of the OP, allowing the OA in so far as he is concerned.
3. In our view, though the statement regarding OP(KAT). 3182/13 is factually correct, that does not, in any manner, absolve the petitioner from the delay and laches that has occurred on his part and he cannot OP(KAT).364/14 2 take advantage of the judgment obtained by the first applicant by approaching this Court in time in the aforesaid OP. Therefore, for the delay and laches itself, this original petition cannot be entertained. Original petition is accordingly dismissed.
