Heard Shri Chandra Pal, learned counsel for the petitioner, Shri Sujit Kumar Rai, learned counsel for the respondents no.2 & 3 and the learned Standing Counsel for the respondent no.1.
The petitioner in the writ petition is seeking quashing of the order dated 14.12.2005 by which he has been sanctioned the initial pay of Rs.8,232/-.
Prima facie this writ petition is barred by laches.
Fixation of pay is a one time incident and cannot be said to give the petitioner a running cause of action to challenge his fixation of pay at any point of time.
The writ petition is, therefore dismissed as barred by laches.
