The petitioner seeks permission to participate in the ongoing interview for the post of Village Development Officer pursuant to the advertisement no.3 of 2016. The assertion of the petitioner is that he has participated in all stages of selection and having been found fully qualified, he was called upon for interview. When the petitioner reached at the place of interview, he was denied consideration on the ground that he does not possess the requisite qualification.
Submission of learned counsel for the petitioner is that the petitioner possess a vocational training course of electronics which is conducted by the State Council of Vocational Training. Submission is that the said diploma course is meant for those candidates who have passed High School examination. It is, thus, submitted that the vocational training course of electronics done by the petitioner should be treated as equivalent to the Intermediate examination conducted by the Board of High School and Intermediate examination.
This submission of learned counsel for the petitioner is wholly misconceived, in as much as, it is not open for the Court to hold or the petitioner to say that a particular diploma or course is equivalent to the Intermediate or High School examination. In so far as the matter of grant of equivalence to a course with the High School and Intermediate, the power lies with the Board of High School and Intermediate Education. Such decision can only be taken by the Board which has to be notified at an appropriate place.
No such notification has been brought on record. Further from a perusal of the paper book, it is clear that the petitioner has completed his Intermediate course in Arts subject, whereas, the requirement of the advertisement is that the candidate should have passed Intermediate in Science or Agriculture.
Dismissed as such.
